The government council approved new draft laws and decrees and made high-level appointments

On Thursday, the first of Dhu al-Hijjah 1446, corresponding to May 29, 2025, a government council meeting was held under the presidency of Prime Minister Aziz Akhannouch to discuss draft laws and regulatory decrees, review an international agreement, and deliberate high-level appointments in accordance with Article 92 of the constitution.

At the beginning of the meeting, the council approved draft law No. 52.23 concerning sworn translators, presented by Minister of Justice Abdellatif Ouahbi. This legislation aims to revise the legal framework governing the profession of certified translation in courts, as it is essential for ensuring fair trial conditions for non-native speakers of the language of litigation. It follows more than twenty years after the issuance of the current law, attempting to address its shortcomings and enhance its effectiveness by reorganizing access to the profession, training translators, disciplinary procedures, and mechanisms for regulation and modernization.

In the same context, the council deliberated and approved decree No. 2.23.152 for the implementation of Article 13 of framework law 97.13 concerning the protection of the rights of persons with disabilities. The project, presented by Minister of National Education Mohamed Sad Berrada, stipulates the composition and functions of regional committees within the academies, responsible for evaluating cases of children with disabilities and monitoring their educational and training paths, along with the possibility of establishing regional committees and submitting annual reports to the relevant ministries.

Next, the council discussed decree No. 2.25.270 concerning the regulation of the quality and safety of vinegar available in markets, presented by Minister of Agriculture Ahmed Bouhahr. The project was created in response to the growing variety of vinegars in circulation and the necessity to regulate safety and quality standards while ensuring transparency and protecting consumers, as per the provisions of law 28.07 on health safety of food products.

The council also approved decree No. 2.25.365 concerning the implementation of certain provisions of law 18.23 related to the film industry and the reorganization of the Moroccan Cinematic Center. The project, presented by Minister of Youth, Culture, and Communication Mohamed Mehdi Bensaid, specifies the supervisory authority from the Ministry of Communication and determines the composition of the center’s board of directors from representatives of governmental sectors and professionals in the field of cinema.

On another note, the council reviewed an agreement on military cooperation between the Kingdom of Morocco and the Republic of Azerbaijan, signed in Marrakech on October 30, 2024, and discussed draft law No. 11.25 concerning the approval of the agreement, presented by Minister of Foreign Affairs Nasser Bourita.

At the conclusion of the sessions, the council approved a number of appointments to high-level positions. In the Ministry of Agriculture, Abdel Karim Knifawi was appointed as director of the regional office for agricultural investment in Loukkos. In the Ministry of Industry and Trade, Abdelilah Boutibi was appointed as director of internal trade and distribution. In the Ministry of Higher Education, Maimoune Ben Ali was appointed as director of the Institute of Sports Sciences in Fez. In the ministry responsible for investment, Adel Azmi was appointed as director of the regional investment center for the Beni Mellal-Khenifra region.
