Signing of a Framework Agreement on Partnership and Cooperation for the Development of E-Government and the Widespread Use of Digital Identity Features

The Ministry of Digital Transition and Administrative Reform, in collaboration with the General Directorate of National Security, signed a framework agreement yesterday in Rabat to strengthen institutional partnerships aimed at developing e-government and promoting the use of the technical features and facilities provided by the digital identity linked to the new generation of the electronic national identification card.

A joint statement indicated that this agreement, signed at the ministry’s headquarters by the Minister Delegate to the Head of Government in charge of Digital Transition and Administrative Reform, Amal Filah Saghroshini, and the Director General of National Security and Territorial Surveillance, Abdellatif Hammouchi, is in line with the royal directives aimed at developing the e-government system and enhancing the use of modern technologies to facilitate citizens’ access to a range of public services. It is also part of the implementation of the “Digital Morocco 2030” strategy.

The agreement seeks to reflect the institutions’ desire to improve the quality of public services offered to citizens through the creation of functional integration between administrations and institutions. It aims to establish a legal and regulatory framework to govern the partnership and cooperation between the Ministry of Digital Transition and Administrative Reform and the General Directorate of National Security on one hand, and to promote e-government and provide identity verification services offered by the reliable national third-party system for public facilities on the other.

According to the statement, this agreement aims to support joint institutional work, enabling the acceleration of the digital transformation of the public sector, and to enhance the development of high-quality and inclusive digital public services focused on enriching user experience by replacing citizens’ physical presence with digital authentication.
