Hammouchi Participates in Moscow Forum for Senior Security and Intelligence Officials from 100 Countries
Abdelatif Hammouchi, the Director General of National Security and the Territory Surveillance, is participating in the 13th International Meeting of Senior Officials responsible for Security and Intelligence, taking place in Moscow from May 27 to 29. Hammouchi is representing the Kingdom of Morocco at this high-level security forum.
The meeting features the participation of security and intelligence officials from over 100 countries, particularly from the Global South, East, and the Commonwealth of Independent States, alongside international and regional organizations such as the Collective Security Treaty Organization, the Eurasian Economic Union, and the Shanghai Cooperation Organization. This reflects the increasing significance of this gathering in shaping international security cooperation.
The forum has been organized regularly since 2010 by the Russian National Security Council, serving as a strategic platform to coordinate security efforts and exchange insights on developing collective mechanisms to face global threats and formulate effective policies to neutralize emerging risks, thereby strengthening international peace and security.
The proceedings began with an inaugural address by Russian President Vladimir Putin, delivered via video conference. He called for a restructuring of the global security system based on justice and equality, with strong guarantees for all countries to protect their security without harming the interests of others. He also emphasized the participation of Global South and Eastern countries, considering them a fundamental force in the new security system and a special model for development.
The forum featured general sessions and seminars addressing the rise of terrorist threats and the emergence of new areas of extremism, alongside the increasing frequency of cybercrimes targeting critical infrastructure and the expansion of transnational organized crime networks. This necessitates participatory and integrated security approaches.
In this context, Hammouchi emphasized that the primary entry point to neutralize these risks is to build an indivisible security structure grounded in close cooperation and real-time information exchange among security and intelligence agencies. He added that success in addressing strategic challenges relies on equitable partnerships based on a win-win principle, proactive warning, and the sharing of security data.
In addition to participating in formal sessions, Hammouchi held bilateral meetings with several leaders and officials from partner security agencies, particularly with the Russian Federal Security Service (FSB). Discussions focused on mutually relevant issues and ways to enhance bilateral cooperation to face emerging security threats.
This visit reflects Morocco’s status as a reliable partner in international security and underscores the pivotal role Moroccan security agencies play in maintaining collective security and addressing complex challenges on the international stage.
