King Mohammed VI chairs a ministerial council and approves extensive appointments to senior positions, including governors, ambassadors, and directors of strategic institutions.

On Monday, May 12, 2025, corresponding to the 14th of Dhul-Qi’dah 1446 in the royal palace in Rabat, His Majesty King Mohammed VI presided over a ministerial council dedicated to approving an organizational law project, four draft decrees concerning the military sector, several international agreements, and proposals for appointments to senior positions.

At the beginning of the proceedings, His Majesty inquired with the Minister of Agriculture, Fisheries, Rural Development, Water, and Forests about the impact of rainfall on the agricultural season, the current status of the national livestock herd, and the measures the government has prepared to sustainably rebuild the herd and improve the conditions for livestock breeders.

The minister responded that the rainfall experienced in our country has had a very positive effect, especially on grain production, winter and spring crops, and fruit trees, as well as a beneficial impact on vegetation and livestock in various regions of the kingdom.

In this context, His Majesty issued his high directives to ensure that the process of rebuilding the herd is successful at all levels, conducted with professionalism and according to objective criteria, and that the management of support operations is supervised by committees overseen by local authorities.

His Majesty also inquired with the Minister of Equipment and Water about the dam filling rate and its impact on the water situation in our country. The minister highlighted that the current dam filling rate stands at 40.3%, and this increase allows for the mobilization of six billion seven hundred million cubic meters of water, equivalent to the consumption for one and a half years of drinking water.

Subsequently, the ministerial council approved a draft law amending and complementing the organizational law concerning the status of judges. This project aims to enhance the guarantees provided to judges by aligning with the recent amendments concerning the general status of civil service, which include medium-term sick leave, long-term sick leave, and allowances granted for childbirth, paternity, guardianship, and breastfeeding.

His Majesty also approved four draft decrees concerning the military sector. These include a draft decree on military aviation and another draft decree amending and complementing the decree regarding the status of military attaches and their assistants and other military personnel assigned to work with them.

The other two draft decrees pertain to amending and complementing the royal decree defining the salaries of military personnel who receive monthly salaries from the Royal Armed Forces, and another regarding the determination of the salary and expenses system for military personnel of the Royal Armed Forces receiving special incremental salaries, as well as the administrative and accounting rules related to it.

These projects fall within the framework of the special attention His Majesty, the Supreme Commander and Chief of General Staff of the Royal Armed Forces, pays to resolving the material status of certain categories within these forces to enhance their operational capabilities and raise their level of competence and readiness.

In the context of strengthening partnerships and cooperation relations that bind Morocco with several brotherly and friendly countries, the ministerial council approved eleven international agreements, including eight agreements related to the African space, two at the Asian level, and one with a European country.

Six of these agreements were notably signed in the cities of Laayoune and Dakhla in Moroccan Sahara, demonstrating clear recognition of Morocco’s full sovereignty over this part of the national territory.

These agreements cover areas of judicial and customs cooperation, higher education, scientific research and innovation, transport and logistics, energy, avoiding double taxation, and preventing tax evasion, in addition to an agreement concerning Morocco hosting a permanent headquarters for the African Union for the blind.

In accordance with the provisions of Article 49 of the Constitution, and upon a proposal from the Prime Minister and an initiative from the Minister of the Interior, His Majesty appointed several governors and prefects at the central and territorial administration. The positions include:

2. Inspector General of Territorial Administration: Mr. Mohammed Fouzi
3. Director of Electoral Affairs: Mr. Hassan Aghmari
4. Director of Information Systems and Communications: Mr. Abdel Haq Harrak
5. Governor of Settat: Mr. Mohammed Ali Habouha
6. Governor of Berrechid: Mr. Jamal Khalouq
7. Governor of Mohammedia: Mr. Adel Malki
8. Governor of Benslimane: Mr. Hassan Boukouta
9. Governor of Qalaat al-Sraghna: Mr. Samir El Yezidi
10. Governor of Sidi Ifni: Mr. Mohammed Dharham
11. Governor of Sefrou: Mr. Ibrahim Abu Zid
12. Governor of Khouribga: Mr. Hicham Al-Madghari Al-Alaoui
13. Governor of Berkan: Mr. Hamid Ashnouri
14. Governor of Chtouka Ait Baha: Mr. Mohammed Salem Sabti

22. Official in charge of regional internal affairs at the Rabat-Salé-Kenitra region: Mr. Youness Al-Khoweldi
23. Official in charge of regional internal affairs at the Tangier-Tetouan-Al Hoceima region: Mr. Walid Al-Masafi
24. Official in charge of regional internal affairs at the Marrakech-Safi region: Ms. Hanan Al-Riyahi
25. Director of Communication at the Ministry of Interior: Mr. Abdullah Al-Alawi

Upon a proposal from the Prime Minister and an initiative from the Minister of Foreign Affairs, African Cooperation, and Moroccans Abroad, His Majesty appointed a group of ambassadors to several friendly and partner countries. These include:

1. Mr. Youssef Aymani: Ambassador to the Federal Democratic Republic of Ethiopia
2. Mr. Mohammed Salah Babana Alawi: Ambassador to the Republic of Guinea-Bissau
3. Mr. Sidi Mohammed Bid Allah: Ambassador to the Republic of Mozambique
4. Mr. Khaled Afkir: Ambassador to the Republic of Zambia
5. Ms. Nazha Alawi Mohammedi: Ambassador to the Republic of Rwanda
6. Mr. Hassan Al-Asri: Ambassador to the Republic of Iraq
7. Mr. Radwan Al-Daghougi: Ambassador to the Republic of Poland
8. Ms. Nadia Al-Hanout: Ambassador to the Republic of the Philippines
9. Ms. Miriam Al-Naji: Ambassador to the Socialist Republic of Vietnam
10. Mr. Amin Al-Shabi: Ambassador to the Islamic Republic of Pakistan

Upon a proposal from the Prime Minister and an initiative from the Minister of Economy and Finance, His Majesty appointed:

1. Ms. Nazha Hayat as General Director of the Mohammed VI Investment Fund
2. Mr. Said Jabri as General Director of the National Guarantee and Business Financing Company.

Upon a proposal from the Prime Minister and an initiative from the Minister of Health and Social Protection, His Majesty appointed Mr. Mohammed Akouri as General Director of the regional health group for the Tangier-Tetouan-Al Hoceima region.

This appointment comes in the context of implementing the establishment of regional health groups, with the Tangier-Tetouan-Al Hoceima region chosen as a model as part of the plan to extend these groups to other regions of the kingdom.

Upon a proposal from the Prime Minister and an initiative from the Minister Delegate to the Prime Minister in charge of Digital Transition and Administrative Reform, His Majesty appointed Mr. Amin Al-Mazoughi as Director General of the Digital Development Agency.
