Morocco’s Energy Resilience Amid Global Turmoil

In a recent address to the Moroccan Parliament, Energy Transition and Sustainable Development Minister Leila Ben Ali outlined the country’s robust energy supply status, emphasizing the Kingdom’s ability to maintain market stability despite ongoing international disruptions. As geopolitical tensions surge, this moment presents a significant opportunity for Morocco to accelerate its energy transition.

Context: Steady Energy Supplies in Challenging Times

Minister Ben Ali reassured lawmakers that Morocco’s fuel reserves are healthy, with diesel capable of sustaining consumption for approximately 47 days and gasoline for over 49 days. Despite global supply chain complexities, the country has not experienced any interruptions in energy supply, providing a sense of security to consumers and businesses alike.

Coping with Geopolitical Pressures

However, the minister did not shy away from acknowledging the considerable challenges ahead. Current geopolitical tensions, particularly involving key strategic routes like the Strait of Hormuz, are exerting unprecedented pressure on energy prices and logistics. These tensions directly affect transportation and insurance costs, further complicating the energy landscape.

In response to these pressures, the Moroccan government has implemented significant financial interventions to protect consumer purchasing power, allocating 1.6 billion dirhams to energy subsidies. This includes raising the subsidy for butane gas to 78 dirhams and maintaining electricity prices despite rising production costs, along with providing transport professionals with three dirhams per liter of fuel, costing approximately 648 million dirhams monthly.

Transparent Monitoring and Future Prospects

To ensure fair pricing amid fluctuations in the international market, the ministry has instituted regulatory mechanisms to track market trends and their impacts on local consumers. Importantly, data indicates that recent price increases have not been fully passed on to the public, alleviating some financial strain.

Looking ahead, Ben Ali assured that supply chains are secure for the coming months as Morocco diversifies its import sources from the United States, South America, and Europe—despite recent temporary disruptions at certain national ports.

A Historic Opportunity for Energy Transition

The minister’s most notable message revolved around Morocco’s “historic opportunity” to expedite its energy transition. She cited the growth of renewable energy, which now accounts for 46% of the country’s installed capacity. The investment landscape has also shifted significantly, with unprecedented licenses granted for energy projects amounting to 2.7 gigawatts in the first few months of 2026—a clear indicator of the accelerating shift toward cleaner energy sources.

Furthermore, while acknowledging existing challenges in storage capacities for specific materials like aviation fuel and butane, she confirmed that the government is rolling out a new five-year plan to boost storage capabilities, with investments aimed at extending to 2030.

Ben Ali emphasized that the strategic choices Morocco has made since 2009—focused on diversifying energy sources and enhancing renewables—are beginning to pay off. The Kingdom aims to establish a crisis management model characterized by vigilance, gradual changes, and collaboration among various stakeholders in an increasingly volatile world.
