Kaïr: The Human Development Index as a Strategic Lever for Policy Assessment and Efficiency Enhancement in Morocco

Othman Kaïr emphasized that the Human Development Index (HDI) is no longer merely a statistical tool; it has transformed into a strategic mechanism for assessing achievements, monitoring challenges, and guiding public policies towards greater effectiveness and equity.

During a government workshop held in Rabat, aimed at improving the HDI in Morocco and organized in partnership with the United Nations Development Programme, Kaïr stated that this meeting is part of a broader effort to embed a culture of assessment, measure public performance effectiveness, and enhance the principle of continuous improvement in human development policies.

He noted that Morocco has made significant progress over the past few decades in vital sectors, including education, health, social protection, and economic integration. However, current economic, social, and demographic changes require a more precise and dynamic interpretation of these achievements.

Kaïr added that this workshop aims to deepen understanding of the conceptual and methodological framework of the HDI, analyze Morocco’s situation in light of global transformations, and identify the technical, statistical, and institutional levers necessary to capitalize on the efforts made in this field.

He also stressed the importance of strengthening partnerships between national institutions, government sectors, and Morocco’s international partners, particularly the United Nations Development Programme, to improve data quality, enhance analytical capacities, and institutionalize evidence-based decision-making.

Kaïr concluded by asserting that the upcoming discussions during this workshop will contribute to enriching collective thinking and opening practical avenues for better integration of the HDI into the strategic guidance of public policies, praising the engagement of various institutions in this collective dynamic aimed at advancing human development in Morocco.

The organization of this workshop is part of a framework to reinforce the social state agenda and enhance performance governance based on results. Morocco is increasingly prioritizing composite indicators, with the HDI being a key reference for measuring countries’ progress in health, education, and living standards through a unified, internationally recognized methodology.
