Aziz Akhannouch, the Prime Minister, has directed ministers and senior delegates to adopt a “new methodology for programming employee expenses and tracking their implementation,” emphasizing the need for “coordination with the General Treasury of the Kingdom and the Directorate of Budget to start applying these measures from this year.”

This initiative aims to “enhance control over the evolution of public expenditures” and “achieve a balance between the administrative needs for human resources and the expansion of financial margins for investment.”

The circular issued under number 02/2026 on March 13th has stipulated a radical shift towards digitization in managing employee expenses across state administrations and sectors, through an “integrated information system” that allows for the preparation of programming and the tracking of implementation.

The circular calls for “monthly reporting,” requiring all sectors to provide the Ministry of Finance with data related to expenditure implementation before the tenth of each month, with “all data and updates included monthly to finalize the budget bill drafts.”

In line with the provisions of Organic Law No. 130.13 for the Finance Law, the circular sets forth precise procedures for budget programming for the 2027-2029 period, stressing the importance of “identifying actual needs and verifying employment based on accurate justifications to ensure the quality of public service.”

The programming encompasses promotion in rank and grade, administrative situation settlements, reintegration or removal from the civil service, along with assessing the financial impact of applying legislative and regulatory provisions related to employee and agent salaries.

The annex accompanying the circular detailed how to calculate financial proposals, specifying that permanent expenses are to be based on actual monthly performance, excluding overdue payments, with a strict timeline defining the dates for execution and settlement of operations and the number of employees involved.

The circular also stipulates the need to monitor the expenses that have actually been disbursed, expenses arising from the settlement of operations, and those remaining from the current year.

The Prime Minister has urged all relevant departments to “coordinate with the General Treasury and the Directorate of Budget to start implementing these measures,” while emphasizing adherence to the timelines for executing all annually programmed operations, especially regarding employment, promotions in rank and grade, and the convening of the relevant administrative equal-member committees.

This initiative comes as part of preparations for the draft Finance Law for the fiscal year 2027 and the budget programming for the three-year period from 2027 to 2029, which enhances effective management of human resources and improves control over public expenditures.
