The Ombudsman Highlights the Role of the Permanent Representative in Enhancing Administrative Justice
Hassan Tarek, the Ombudsman, emphasized during a study day organized by the institution on Thursday about “Preparing Annual Reports for Permanent Representatives” the pivotal role of the permanent representative in the institutional mediation system. He underscored their function as a link between the administration and the Ombudsman to ensure effective administrative responsiveness and achieve justice and fairness for citizens.
Tarek considered the study day, held in the framework of the 2026 year dedicated to institutional mediation and in celebration of the 25th anniversary of the establishment of the Ombudsman’s office in 2001, as an opportunity to exchange expertise and enhance coordination between the institution and the general inspection bodies. He stressed the importance of standardizing the methodology for preparing annual reports by following normative references and best practices.
The Ombudsman pointed out that the permanent representative, appointed by the head of the administration from among the decision-making officials, has essential tasks, including following up on mediation requests, ensuring administrative responsiveness, and keeping the institution informed about the outcomes of processing these requests. They also propose measures to improve communication mechanisms and simplify procedures, enhancing transparency and the effectiveness of public services.
Tarek affirmed that the permanent representative is neither the administration’s lawyer nor the Ombudsman’s delegate; rather, they represent an integral part of the administrative mediation system that combines functional affiliation with the administration and ethical commitment to a culture of mediation, as well as the responsibility for proposing and ensuring transparency. This makes their role crucial in the success of indicators related to the institution’s interaction and the administration’s responsiveness to citizens’ requests.
The Ombudsman reviewed the historical and legislative awareness of this mechanism since the establishment of the Ombudsman’s office, noting that Law No. 14.16 has strengthened the position of the permanent representative as a key element in the relationship between the administration and the Ombudsman, allowing the institution’s internal regulations to include them in permanent follow-up and coordination committees.
Tarek concluded his speech by stating that the permanent representative represents the most sensitive link within the institutional mediation system, as they guarantee the quality of public services and reinforce governance, serving as a key to enhancing trust between the administration and citizens and achieving administrative justice.
