Morocco has been elected as a member of the Executive Committee of the Digital Cooperation Organization for the second consecutive year during the fifth session of the General Assembly held in Kuwait.
Representing Morocco at the assembly was Mrs. Amal Al-Falah Al-Sghroushni, Minister Delegate to the Head of Government in charge of Digital Transformation and Administrative Reform. The Kingdom secured the top position in terms of votes, reflecting the international and regional confidence in Morocco’s experience in digital transformation.
The General Assembly served as an opportunity to discuss strategic issues related to the global digital economy amid the rapid transformations occurring in the field of artificial intelligence, which imposes challenges related to digital governance, building trust, and reducing digital divides among countries.
In her address on behalf of Morocco, the minister emphasized that artificial intelligence has become a geopolitical issue due to its role in reshaping governance patterns, trust systems, and skill structures within societies. She highlighted that the opportunities and challenges posed by this field transcend borders, necessitating strengthened international cooperation to ensure that technology serves comprehensive development.
The minister also reviewed Morocco’s efforts in this area, including the development of legal and regulatory frameworks related to artificial intelligence, enhancing competencies, and supporting responsible innovation, along with organizing the export of artificial intelligence solutions within the framework of outsourcing services.
She noted that Morocco has made significant progress in its readiness indicators for artificial intelligence governance in 2025, climbing 14 spots in the global ranking, thanks to a clear national vision and close cooperation with the Digital Cooperation Organization.
The minister presented two initiatives that reflect a practical implementation phase. The first is the Digital for Sustainable Development (D4SD) Center, launched in partnership with the United Nations Development Programme, aimed at positioning Morocco as an Arab and African hub for sustainable digital development.
The second initiative is part of the “AI Made in Morocco” vision, through the launch of the Al-Jazari Institutes network, which brings together researchers, startups, and both public and private sectors to develop practical, reliable, and inclusive artificial intelligence solutions.
