Saghroushni: The Government is Approaching the Use of Artificial Intelligence to Combat Cyber Crimes

Aml Flah Saghroushni, the Minister Delegate for Digital Transition and Administrative Reform, confirmed that the ministry intends to organize a series of regional hackathons in the field of artificial intelligence. The goal is to mobilize young talents to design prototypes of innovative solutions addressing priority challenges at the local level, while continuing to enhance the legislative framework to combat and prevent cybercrime.

During her speech at the House of Representatives, the minister emphasized the importance of preventing cyber defamation, blackmail, and fraud through digital means. She highlighted the launch of awareness and legislative initiatives, including the activation of the National Coordination Committee for the “Digital Culture/Online Child Protection” initiative, aimed at establishing a culture of safe and responsible use of digital technologies.

Saghroushni asserted that Morocco has embarked on an ambitious national path that positions artificial intelligence as a driver of comprehensive human development and one of the strategic axes of the digital transformation project. She noted that Morocco achieved a 14-point increase in government readiness for artificial intelligence by 2025, raising its global ranking to 87 and placing it 8th in the Middle East and North Africa.

The minister highlighted the ministry’s implementation of several structural measures, including the establishment of a General Directorate specializing in artificial intelligence and emerging technologies, and the launch of an Arab-African regional digital hub for artificial intelligence and data sciences in collaboration with the United Nations Development Programme. This hub aims to be a D4SD regional reference platform for the innovation and development of sustainable digital solutions, with a permanent headquarters and upcoming opening dates to ensure the transition from strategic vision to practical execution.

Saghroushni also indicated the launch of two national programs for training young talents in digital skills and artificial intelligence. The first targets around 200,000 youths through the Royal Moroccan Football Federation, while the second consists of training workshops in youth centers across the twelve regions, benefiting 740 children to enhance the capabilities of the emerging generation in this field.

She added that a national symposium on artificial intelligence resulted in several recommendations, including improving the quality of public services and vital resource management, and establishing advanced data centers equipped with high computing resources. This aims for a productive vision that focuses on export rather than import, to produce smart solutions that support the national economy.

Saghroushni explained that special provisions for artificial intelligence have been included in the draft law on digital governance, aimed at protecting data and information security. The development of a generative artificial intelligence model to simplify content for users, such as processing complaints and inquiries through chatbots, is also underway. She mentioned the preparation of a strategic national program to develop artificial intelligence and data sciences based on the outcomes of the national symposium.
