The Ministry of Higher Education Decides to Standardize the Fees for Flexible Training and Exempt Low-Income Individuals

The Ministry of Higher Education, Scientific Research, and Innovation has decided to unify registration fees nationwide for all programs offered in flexible timing, exempting employees and workers whose monthly income does not exceed the minimum wage from paying these registration fees.

The Ministry stated in a press release that this decision was made during a conference of public university presidents held on Saturday, December 13, 2025, at Mohammed V University in Rabat, at the request of the minister overseeing the sector, Azeddine Medaoui, and in the presence of the Secretary General and central directors of the Ministry.

It clarified that the exemption from registration fees for employees and workers whose monthly income does not exceed the minimum wage will be implemented starting from the current academic year, as part of efforts to enhance equal opportunity and expand access to higher education.

According to the source, it has also been decided to adopt a unified registration fee structure at the national level for all flexible timing programs, in anticipation of the upcoming academic year, along with launching the necessary organizational and administrative procedures to ensure the coherent and consistent implementation of these decisions across various universities.

The press release confirmed that the conference of university presidents decided to strengthen flexible timing programs as a strategic mechanism to support lifelong learning and meet the needs of employees and workers, while working to develop this training mode to reinforce principles of equity and social justice, especially regarding registration fees and their unification nationwide.

This initiative, according to the Ministry of Higher Education, Scientific Research, and Innovation, is part of the reform of the university training system and aims to expand opportunities for benefiting from it for a broader segment of society.
