The Higher Council for Education, Training and Scientific Research presents two evaluation reports on preschool education and the TALIS study during its tenth session.

The Higher Council for Education, Training and Scientific Research held the tenth session of its second term of the General Assembly yesterday morning in Rabat. This session focused on presenting the draft evaluation report on preschool education and the general report related to the international research on teaching and learning, known as TALIS, conducted by the National Assessment Authority affiliated with the Council.

In her opening speech, Rahma Bourqia, the chairperson of the Council, emphasized that this institution has remained committed to monitoring the development of the education and scientific research system since its inception, in line with its constitutionally and legally mandated roles, thus ensuring a significant presence in the reform process of the educational system.

Bourqia highlighted that the Council has accumulated experience throughout its operations, establishing it as a reference institution in monitoring, evaluation, and foresight. This is reflected in the reports and opinions it has issued, which address key issues aimed at supporting the desired advancement of the sector, alongside improving its organizational, methodological, and statistical mechanisms related to tracking and evaluation.

The Council chairperson stressed that these reports are characterized by credibility and objectivity, reflecting a clear scientific independence in diagnosing the state of the education and scientific research system. She underlined the importance of assessing the work accomplished as the year comes to a close, to appreciate strengths, identify shortcomings, and adjust methodologies for the remaining term.

Bourqia stated that various components of the Council, including committees and agencies, work in an integrated manner to intensify efforts and enhance its performance. This enables the Council to fulfill its constitutional duties in accompanying the educational system reform, which Moroccan families rely on to ensure effective education for their children, considering education as a fundamental driver for both individual and collective development.

Bourqia also mentioned that the Council has adopted self-evaluation as a permanent approach to improving the productivity of its operations and accelerating the pace of carrying out its tasks, ensuring greater efficiency in its activities during the second half of its current term.

In this context, she explained that the General Assembly would discuss during this session two reports prepared by the National Assessment Authority, the first concerning preschool education as a critical phase in the academic success of students and a lever for enhancing education, while the second addresses Morocco’s participation, for the first time, in the TALIS international study focusing on teaching staff, with the involvement of 56 countries.

The Council chairperson noted that the role of teachers remains pivotal within the education system, considering their fundamental role in educating and training generations. She believes that the results of this research will contribute to enriching the discourse around the status of teaching staff.

Bourqia concluded by affirming that these two reports will provide a significant reservoir of data and knowledge that will support the Council’s current and future work and strengthen its effectiveness in the reform of the education and scientific research system.
