The Public Prosecution in Rabat has today presented the national advisory guide for investigating allegations of torture and ill-treatment. This event coincides with the conclusion of an extensive national program aimed at strengthening capacities in the use of forensic evidence in accordance with the revised Istanbul Protocol.
This new guide has been developed based on national legislation and international standards, serving as a practical step to support respect for human dignity and reinforce the constitutional prohibition of torture. The guide targets judges, law enforcement officials, forensic doctors, and prison staff, with the goal of standardizing working methods and enhancing the effectiveness of investigations into such allegations.
The launch of the guide is the result of a national training program organized in partnership with the Supreme Judicial Council and supported by the Geneva Centre for Security Sector Governance (DCAF). The program included four regional training sessions, benefiting 428 participants from various justice and security institutions. Additionally, 25 forensic doctors participated in a specialized course, alongside a training session for trainers involving 24 officials.
The unveiling ceremony was attended by prominent institutional figures, including Amina Bouayach, President of the National Human Rights Council, Mohamed Habib Belkouch, the Minister Delegate for Human Rights, Munir Al-Muntasir Billah, Secretary General of the Supreme Judicial Council, and Hassan Taarik, the Ombudsman, alongside representatives from the Geneva Centre and various legal and human rights officials.
