Digitalization: A Lever for the Professional Inclusion of Persons with Disabilities in Public Administration

Digitization as a Lever for the Professional Integration of People with Disabilities in Public Institutions

The Minister Delegate for Digital Transition and Administrative Reform, Amal Al-Falih Al-Saghroushni, affirmed today in Rabat that the professional integration of people with disabilities within public institutions is a cornerstone for strengthening human capital, alongside being a legal and ethical commitment.

During a communication meeting organized by the ministry in partnership with the National Syndicate for Administrative Reform, part of the Moroccan Labor Union, on the occasion of the International Day of Persons with Disabilities, Al-Saghroushni explained that field experiences have proven the ability of employees with disabilities to perform precise tasks and bear significant responsibilities whenever they have suitable working environments and effective institutional support.

The minister emphasized the need to implement a series of practical measures to ensure effective integration for this group, including adapting workspaces to their mobility and sensory needs, providing assistive digital equipment such as screen readers and communication software, and enhancing digital accessibility and continuous training programs.

She stated that digital transformation represents an opportunity to create an inclusive and equitable administration, serving as a means to ensure equal access to services and enhance dignity and equality, pointing out the ministry’s commitment to making digitization a tool to remove barriers for people with disabilities and to ensure their full integration into professional life.

For his part, Mustafa Al-Bahi, a member of the national office of the National Syndicate for Administrative Reform, considered that this meeting comes as part of a continued advocacy effort to adopt technology and digital transformation as essential means to achieve positive professional integration and protect the rights of employees with disabilities within public institutions. He called for the activation of the constitutional principle related to combating discrimination on the basis of disability, as well as to incorporate legislative, institutional, and financial measures that guarantee equality and equity.

Member of the Moroccan Labor Union team in the Council of Advisors, Zahra Muhsin, affirmed that building a fair and inclusive work environment remains a shared goal, emphasizing that digitization is not merely a technical option but a strategic lever for improving public services and enhancing digital citizenship. She stressed the need to ensure accessibility within digital platforms and adapt technical tools and work programs according to international digital accessibility standards, alongside training staff to instill a culture of inclusion.

The meeting was marked by the presence of union representatives and experts in the fields of disability and digitization, in addition to honoring a number of employees with disabilities in recognition of their professional commitment.
