The government launches a new phase of the “Tadrj” program to qualify and employ youth in agriculture and fisheries
In line with its efforts to qualify and integrate youth into the job market, the government has launched a new phase of the national program “Tadrj,” aimed at expanding vocational training in rural and coastal areas. This initiative includes the signing of two new agreements to develop this training model in the agriculture and fisheries sectors for the period from 2025 to 2030.
The signing ceremony took place yesterday, Tuesday, November 4, 2025, at the Prince Sidi Mohammed Institute for Specialized Technicians in Agricultural Management and Marketing in Mohammedia, attended by Ahmed La Marina, Minister of Agriculture, Fisheries, Rural Development, Water and Forests, Younes Skouri, Minister of Economic Inclusion, Small Business, Employment and Skills, and Zakia Driouch, Secretary of State in charge of Fisheries, along with several officials, professionals, and regional partners.
This initiative comes in response to the royal directives of His Majesty King Mohammed VI, which have made the employment and qualification of youth one of the main pillars of the new development model. It embodies the royal vision aimed at enhancing human capital in rural and coastal regions and creating a new generation of competencies capable of accompanying economic and social transformation.
The “Tadrj” program is based on a dual training model that combines 20% theoretical training in vocational training centers with 80% practical training in companies and farms. The program aims to qualify 17,000 young people annually, including 15,000 in the agricultural sector and between 1,600 and 2,000 trainees in the fisheries sector by 2030.
The government has allocated a financial envelope of approximately 375 million dirhams for agriculture and 48 million dirhams for fisheries to implement the program. The National Agency for the Promotion of Employment and Skills (ANAPEC) will be responsible for attracting and selecting trainees, in addition to supporting them after graduation to ensure their professional integration.
In the agricultural sector, the program focuses on training young farmers, technicians, and entrepreneurs in production, processing, and agricultural valorization, while developing practical skills and encouraging integration into agricultural value chains. In the fisheries sector, the training aims to modernize marine professions and prepare qualified competencies in areas such as marine safety, product quality, and resource sustainability, in line with the national blue economy strategy.
The program relies on innovative pedagogical engineering that integrates digital skills, green skills, and sustainability concepts, in accordance with the technological and environmental transformations in the job market. It also adopts a participatory approach that brings together institutional stakeholders and professionals, with the establishment of national and regional committees to monitor the implementation of the program and evaluate its outcomes.
The “Tadrj” program is considered a fundamental lever in the implementation of the government’s roadmap for employment and a key milestone in modernizing vocational training in the country. It is expected to contribute to the creation of sustainable job opportunities for youth, enhance the competitiveness of the national economy, and optimize natural and human resources, reflecting the royal vision for a renewed Morocco that offers its youth real opportunities to shape their future with confidence and competence.
