Morocco Finalizes Roadmap for Administrative Transformation 2026-2030

Minister of Digital Transition and Administrative Reform, Amel Filah Al-Sghrouchni, announced that her ministry is in the final stages of preparing a roadmap for administrative transformation for the period 2026-2030. The initiative aims to enhance the effectiveness of public administration and improve the quality of services provided to citizens.

In a speech during the ordinary session of the Executive Council of the Arab Organization for Administrative Development, the minister clarified that this roadmap falls under a comprehensive vision aimed at rationalizing administrative performance and developing its competencies, in line with the digital transformation requirements currently underway in Morocco.

In this context, Al-Sghrouchni reminded attendees that the Kingdom, in partnership with the United Nations Development Program, launched the Digital Center for Sustainable Development (D4SD) during the 80th session of the UN General Assembly in New York. She emphasized that this regional initiative represents a platform for cooperation and capacity building in the Arab and African worlds, and reflects Morocco’s belief that digitization is not an end in itself, but a means to achieve sustainable development.

The minister added that her ministry is working on three major strategic projects: implementing the Morocco Digital 2030 Strategy, preparing a Roadmap for Artificial Intelligence, and formulating an Action Plan for Administrative Transformation, aimed at establishing governance based on the principles of effectiveness and efficiency.

She highlighted that the “Morocco Digital 2030 Strategy” aims to accelerate the digitization of public administration, enhance the competitiveness of the national economy, double digital export revenues, and train 100,000 digital talents annually by 2030. The strategy also seeks to simplify digital public services and reduce administrative transaction times by half.

In conjunction, the minister noted that the First National Forum on Artificial Intelligence served as a pivotal moment to launch a national dialogue on integrating artificial intelligence into public policies. This resulted in partnerships with research centers and international companies, as well as strengthening national capabilities and digital infrastructure, and establishing cybersecurity as a cornerstone of digital transformation in the Kingdom.
