Morocco and Sweden Sign a Declaration of Intent to Enhance Cooperation in the Field of Justice

On Tuesday, the headquarters of the Ministry of Justice in Rabat witnessed the signing of a Declaration of Intent between the Kingdom of Morocco and the Kingdom of Sweden, aimed at enhancing bilateral cooperation in the fields of justice and law. This signing took place during the official visit of Swedish Justice Minister Gunnar Strömmer to Morocco, leading a high-level delegation, on November 11 and 12.

The signing ceremony was attended by Moroccan Justice Minister Abdelatif Wahbi and his Swedish counterpart, where both sides expressed their mutual commitment to strengthening partnership relations and exchanging experiences in areas such as judicial system development, combating organized crime, and promoting human rights protection.

The Declaration of Intent aims to establish a practical framework for future cooperation between the two ministries through joint projects and programs that serve justice in both countries. Its main points include:

  • Promoting the rule of law and protecting human rights and fundamental freedoms.
  • Developing cooperation in criminal, civil, and commercial law domains.
  • Encouraging alternative dispute resolution mechanisms such as mediation, arbitration, and reconciliation.
  • Exchanging experiences in judicial digitization, good governance, and improving the quality of justice services.
  • Supporting efforts to modernize judicial administration and sharing best practices between the two parties.

Furthermore, the declaration emphasizes the commitment of both parties to expand cooperation within the framework of relevant international agreements, including the United Nations Convention against Transnational Organized Crime, the Anti-Corruption Convention, and the Council of Europe Convention on Cybercrime.

Following the signing, the two ministers held in-depth bilateral discussions focused on prospects for developing judicial dialogue and organizing meetings, workshops, and mutual visits between officials in the justice sectors of both countries.

In a speech on this occasion, Minister Abdelatif Wahbi stated, “The Kingdom of Morocco is committed to establishing a transparent, modern justice system that is open to international cooperation. This agreement embodies the shared values uniting Morocco and Sweden in the fields of the rule of law, human rights, and institutional innovation.”

On his part, Swedish Minister Gunnar Strömmer expressed his pleasure at visiting Rabat, stating, “Morocco and Sweden enjoy successful cooperation in the judicial field, and this Declaration of Intent is a new step towards deepening that partnership and expanding the exchange of experiences between our countries.”
