Morocco Adopts a Comprehensive Strategy to Promote Ethical and Responsible Artificial Intelligence

Digital Transition and Administrative Reform Minister, Amal Filah Saghrouchni, confirmed that the government has adopted a comprehensive vision aimed at developing ethical and responsible artificial intelligence as a key lever for achieving comprehensive and sustainable human development.

In response to two oral questions in the House of Representatives regarding “Artificial Intelligence Ethics” and “Technological Advancement in Light of the Human Development Report,” the minister clarified that artificial intelligence has become a pivotal element in enhancing the quality of public services, especially in education, health, transportation, and industry, emphasizing the government’s commitment to direct its benefits towards achieving sustainable development goals.

She mentioned that Morocco, following its adoption of UNESCO’s recommendation on artificial intelligence ethics, has embarked on an ambitious national path within the “Digital Morocco 2030” strategy, relying on a set of institutional and procedural mechanisms aimed at ensuring responsible and safe use of intelligent technologies.

In this context, Saghrouchni announced the establishment of a dedicated directorate for artificial intelligence and emerging technologies and the issuance of a national report on the Kingdom’s readiness in this field, highlighting Morocco’s progress in infrastructure, innovation, and training. The minister also noted the launch of the “Digital Morocco for Sustainable Development” (D4SD) center in partnership with the United Nations Development Programme, aiming to serve as a regional platform for digital innovation and sustainable solutions.

Furthermore, she stated that the national forum on artificial intelligence yielded practical recommendations, among which include improving the quality of health and educational services, enhancing the management of major infrastructure, developing public transportation and traffic, as well as ensuring water, food, and energy security through smart solutions.

To boost national capacities in this area, the minister revealed projects to build modern data centers, develop a cybersecurity system, and adopt an export-oriented vision for producing digital solutions that support the national economy. The government is also working to integrate artificial intelligence into the activities of small, medium, and emerging enterprises and is preparing a draft law on digital governance to ensure data protection and information security.

Saghrouchni clarified that the ministry has developed an intelligent model to facilitate communication with citizens through dedicated chatbots for processing complaints and inquiries. Additionally, a network of “Al-Jazari” centers of excellence has been established in several regions to develop AI-enhanced digital solutions, with plans for national expansion.

The government has also launched national programs to train and raise awareness among children and youth aged 8 to 18 about the responsible and safe use of artificial intelligence, aiming to instill a citizen digital culture from an early age.

In conclusion, the minister affirmed that these initiatives represent a critical step in establishing a Moroccan model of ethical and responsible artificial intelligence that enhances national innovation and ensures that everyone benefits from the digital transformation in service of the Kingdom’s human and economic development.
