Fes: The CNSS Caravan Updates Employers on Developments in Social Contribution Framework

A communication and informational meeting was held yesterday, Wednesday, in Fes as part of the National Social Security Fund caravan regarding updates to social subscription bases.

This event, initiated by the National Social Security Fund in partnership with the Fes-Meknes Chamber of Commerce, Industry, and Services, served as an opportunity to present support mechanisms directed at employers, social partners, and human resources professionals, aimed at informing them about the changes introduced by Decision No. 1314-25 concerning social subscription bases.

In her speech at the event, Asmae Al Rais, head of the Regional Control Department for Fes-Sais at the National Social Security Fund, explained that the new reform, which will come into effect on October 1, 2025, clarifies the elements exempt from subscriptions, their ceilings, and conditions. It aims to standardize reporting and monitoring practices, noting that it pertains to certain items and not all elements.

She also urged employers to review their wage criteria and adjust their internal procedures to comply with the new provisions.

Al Rais encouraged employers and relevant professionals to check the details of these updates on the official National Social Security Fund website (www.cnss.ma) or visit the nearest control service for any additional information.

Meanwhile, Hamza Benabdallah, head of the Chamber of Commerce, Industry, and Services, stated that this meeting is the first in a series of scheduled talks under the caravan concerning updates on social subscription bases, which will cover various provinces and regions. He added that this initiative is part of the chamber’s openness to all developments related to its fields of intervention.

He clarified that this meeting reflects the commitment of the Fes-Meknes Chamber of Commerce, Industry, and Services to enhance support, guidance, and responsible communication with members, helping them find solutions to the challenges they face while highlighting initiatives taken in partnership with the National Social Security Fund for the benefit of the targeted groups.

Decision No. 1314-25 concerning social subscription bases aims to clarify the elements exempt from subscriptions, their ceilings, and the conditions for their application. It addresses ambiguities in the current organization and standardizes reporting and monitoring practices, in addition to facilitating compliance for employers by providing simplified means.

To this end, the National Social Security Fund has established a support mechanism for employers, social partners, and accounting and human resources professionals to ensure a better understanding of the new provisions and to achieve a smooth transition.

This mechanism includes a review of the guide concerning social subscription bases and the organization of regional sessions for information and awareness.

The caravan will continue its tour until December 5, covering the cities of Meknes, Taza, Ifrane, Azrou, El Hajeb, Taounate, Boulemane, and Sefrou.
