Al-Wahbi: Increasing Compensation for Traffic Accident Victims Will Not Raise Insurance Premiums

Justice Minister Abdellatif Al-Wahbi reassured lawmakers and citizens regarding the financial impact of the proposed amendment to the law on compensation for traffic accident victims, asserting that increasing the amount of compensation will not lead to a rise in the insurance premiums borne by citizens.

Al-Wahbi clarified today, during a meeting of the Justice, Legislation, and Human Rights Committee dedicated to discussing Bill No. 70.24 related to compensating those injured in motor vehicle accidents, that this amendment comes after more than four decades of legislative stagnation since the 1984 royal decree. It was drafted as part of a comprehensive vision in close coordination with insurance companies and the Insurance and Social Security Supervisory Authority.

The minister indicated that negotiations between the Ministry of Economy and Finance and insurance companies resulted in a clear commitment not to increase insurance premiums despite the rise in compensation amounts. He added that the Ministry of Finance played a pivotal role in ensuring a balance between the interests of victims and the stability of the insurance market.

Al-Wahbi pointed out that the project proposes to raise the minimum compensation by 54%, increasing it from 9,270 dirhams to 14,270 dirhams, in addition to expanding the beneficiary base to include groups that were previously excluded from compensation, aligning with the economic and social transformations Morocco has witnessed since the 1980s.

The minister emphasized that the goal of this reform is to strengthen social justice without harming citizens or undermining insurance companies, asserting that all accompanying financial and technical measures were prepared in a spirit of responsibility and balance, away from any political or populist considerations.

Al-Wahbi also noted that the project aims to address the practical challenges posed by the current law in courts, contributing to improving the effectiveness and transparency of the compensation system, while enhancing citizens’ trust in the judiciary.

He concluded by affirming that the new reform represents an important step towards establishing the rule of law and enshrining social justice by guaranteeing victims’ rights without imposing additional financial burdens on consumers, creating a model that balances equity and economic sustainability.
