The National Social Security Fund disbursed a total of 8.33 billion dirhams for health compensation in 2024, which is over one billion dirhams more than in 2023, according to the report on public institutions and enterprises included in the draft budget law for 2026.

The report noted that the number of employees registered with the fund reached approximately 4.08 million by the end of 2024. The value of compensation paid under the compulsory health insurance for primary insured individuals and their beneficiaries increased to 8.33 billion dirhams compared to 7.3 billion dirhams in 2023.

The compulsory insurance system for self-employed workers covers 1.64 million primary insured individuals and 1.84 million beneficiaries, with service value exceeding 1.1 billion dirhams.

Conversely, the basic compulsory insurance system “Solidarity,” designed for individuals unable to pay contributions, remains the broadest in coverage, including 4.05 million primary insured individuals and 7.01 million beneficiaries. The value of services funded by the state under this system reached 9.02 billion dirhams in 2024, equivalent to processing more than 24 million claims.

The comprehensive compulsory insurance system for insured individuals who can pay contributions included 170,758 primary insured individuals and 63,547 beneficiaries, with service value reaching 380 million dirhams. The total transfers from the state to the fund amounted to 25.51 billion dirhams by the end of September 2025.

The National Social Security Fund has a network of 4,189 service points that handle approximately 94 percent of health insurance claims, contributing to broader access to social services. Thus, the fund covers more than 24 million people, equivalent to 66 percent of Morocco’s population.

The strategic plan for 2024-2026 aims to accelerate the rollout of social protection and digital transformation by digitizing medical treatment records, creating a unified data platform, restructuring the information system, enhancing cybersecurity, and automating compensation monitoring to ensure greater efficiency and transparency in service management.
