The government council convened on Thursday, October 23, 2025, under the presidency of Mr. Aziz Akhannouch, to discuss draft legal texts and proposals for high-level appointments, in accordance with Article 92 of the Constitution.
The council approved draft decree No. 2.23.715 to amend decree No. 2.08.358 concerning family compensation from the National Social Security Fund, aiming to raise the value of family allowances for the fourth, fifth, and sixth children to 100 dirhams monthly, retroactively effective from January 1, 2023, for employees in the private sector, mirroring the situation for public sector employees.
Additionally, the council approved draft decree No. 2.25.394 concerning the quality and safety of edible vegetable fats and oils, aimed at modernizing the legal framework to ensure compliance with international standards and clarify the definition of products and their marketing conditions.
The council also endorsed draft decree No. 2.25.100 related to the conditions and procedures for the establishment and operation of self-generation electrical energy facilities, to implement the provisions of law No. 82.21, and to define the regulations for declaring, approving, and licensing these facilities. Draft decree No. 2.25.01 regarding the review of the energy production surplus ceiling was postponed to a later meeting.
The meeting concluded with the approval of several high-level appointments in various ministries, including the Ministry of Foreign Affairs, African Cooperation, and Moroccans Abroad; the Ministry of Health and Social Protection; the Ministry of National Education, Primary Education, and Sports; the Ministry of Solidarity, Social Integration, and Family; the Ministry of Transport and Logistics; the Ministry of Energy Transition and Sustainable Development; and the Ministry of Agriculture, Fisheries, Rural Development, and Water and Forests, to strengthen the capabilities of public administration.
