Rabat-Salé-Kenitra: A Model of Governance to Stimulate Productive Investment
Rabat-Salé-Kenitra holds a prominent position as one of the most dynamic laboratories for the new investment model in Morocco, thanks to a series of structural reforms and joint initiatives. This was highlighted at the high-level forum titled “Investing in the Rabat-Salé-Kenitra Region: Together for an Effective Business Climate,” organized by the Regional Investment Center (CRI RSK) in partnership with the Ministry of Tourism, Handicrafts, Social Economy and Solidarity, the National Agency for the Promotion of Employment and Skills (ANAPEC), Maroc PME, and Finance.
With investments reaching 115 billion dirhams and the creation of 116,000 jobs projected for 2024, the region establishes itself as a key hub for both national and foreign investors. The activation of Law No. 22-24, which amends Law No. 47-18 concerning regional investment centers, marks a decisive turning point in the decentralization of economic decision-making. This reform enhances the operational role of the regional center and grants it real autonomy in managing projects, particularly regarding handling investment agreements of less than 250 million dirhams locally.
In addition to streamlining administrative procedures, the regional investment centers serve as strategic local windows, guiding investors from start to finish and ensuring the convergence of projects at the regional level. This regional governance gives Rabat-Salé-Kenitra a competitive edge in the effective implementation of the investment charter, which was adopted under Framework Law No. 03-22, aiming to raise the share of private investment to two-thirds of the national total by 2035 and reduce regional disparities.
The region focuses on promising sectors such as sustainable tourism, green industry, technology, and high-value-added crafts. The programs presented during the forum, such as the MDM Invest financing program, the Go Siyaha program for small businesses, and initiatives from ANAPEC, signify a coordinated mobilization of public stakeholders to facilitate the investor journey and enhance local value creation.
Alongside reforms, the region benefits from geographical, industrial, and human advantages that enhance its appeal. The regional investment center aims to leverage these advantages to ensure investor confidence and establish the region as a national model in the field of regional economic governance.
The forum confirmed that investment is no longer limited to financing; it has become a tool for comprehensive growth and regional cohesion, demonstrating that Rabat-Salé-Kenitra embodies a Morocco in continuous motion, integrating reforms, institutional resilience, and a shared vision.
