Malabo Declaration Confirms African Support for Autonomy in Moroccan Sahara Led by Mohamed Waleed Al-Rachid
The Moroccan parliamentary dynamism continues within the African arena, led by the President of the House of Councillors, Mohamed Waleed Al-Rachid, who embodies the royal directives aimed at enhancing South-South cooperation and solidifying Morocco’s presence in its African depth.
From the capital of Equatorial Guinea, Malabo, the “Malabo Declaration” sent a clear message stating that the proposal for autonomy in the Moroccan Sahara is the realistic and final solution to the fabricated regional conflict, reaffirming the growing African support for Morocco’s initiative and the justice of its national cause.
The declaration was the culmination of discussions that brought together Mohamed Waleed Al-Rachid and the President of the Central African Economic and Monetary Community (CEMAC) Parliament, Évariste Nganana. These discussions focused on strengthening parliamentary and economic cooperation and launching new institutional initiatives to enhance the African continent’s role in development and integration.
Al-Rachid emphasized that the House of Councillors has made parliamentary diplomacy a parallel tool to official diplomacy, accompanying major royal initiatives such as the Atlantic royal initiative and the Nigeria-Morocco gas pipeline project. He added that this dynamism reflects a royal vision centered on solidarity and common destiny.
He noted that the cooperation between the House of Councillors and the CEMAC Parliament has become a successful African model, through the Moroccan-CEMAC parliamentary economic forum, which started in Laayoune and will hold its second session in June 2026 to boost economic exchanges and joint investments.
For his part, the President of the CEMAC Parliament expressed his deep appreciation for His Majesty King Mohammed VI, commending the continental dimension royal projects that act as a driver for development and stability in Africa.
This parliamentary initiative comes within a renewed national context, reinforcing the royal approach to enhance Morocco’s presence within African institutions and expand fields of cooperation and continental integration, positioning parliamentary diplomacy as a strategic lever to serve the kingdom’s interests and solidify its African leadership.
