In the context of ongoing efforts to modernize the legal framework of national institutions, the ministerial council, chaired by His Majesty King Mohammed VI, emphasized the importance of developing legislation concerning political parties and the Constitutional Court, with a focus on protecting rights and freedoms and ensuring the effectiveness of constitutional institutions.

The draft law regarding the challenge of the constitutionality of laws serves as a pivotal tool in this reform, allowing any party involved in a dispute to raise objections against laws that infringe upon constitutionally guaranteed rights and freedoms. This enhances the oversight of the constitutionality of legislation and regulates its mechanisms according to higher legal standards, while considering previous decisions of the Constitutional Court in this regard.

At the same time, the draft organic law for political parties aims to enhance the participation of youth and women in political life, improve the governance of parties, and ensure financial transparency, thus ensuring a party system that better responds to the aspirations of Moroccan society.

Additionally, the amendment related to the Constitutional Court seeks to increase this institution’s effectiveness by organizing electoral appeals from its members and regulating internal member renewal mechanisms, balancing institutional stability with democratic flexibility.

These reforms represent part of a comprehensive vision for the development of national institutions and affirm Morocco’s commitment to ensuring the effectiveness of law and democracy, while protecting rights and freedoms, reflecting the evolution of governance mechanisms and state institutions in the service of citizens and the nation.
