A New Agreement Between Morocco and Russia to Enhance Cooperation in Fisheries and Protect Marine Resources

Morocco and Russia signed a new cooperation agreement in the field of fisheries today, Friday, in Moscow. This agreement aims to strengthen the strategic partnership between the two countries and ensure the sustainability of marine resources. The signing took place during the eighth session of the Moroccan-Russian Joint Committee, chaired by Minister of Foreign Affairs, African Cooperation and Moroccans Abroad, Nasser Bourita, and Russian Deputy Prime Minister, Dmitry Patrushev.

The new agreement, which lasts for four years, replaces the previous agreement that expired on December 31, 2024, and establishes the legal and regulatory framework for Russian vessels operating in Moroccan Atlantic waters, in accordance with national legislation.

Under this agreement, specific annual quotas for the quantities caught have been determined, alongside designated fishing zones and necessary biological rest periods to maintain ecological balance and fish stocks.

The agreement also emphasizes the commitment of both countries to protect the marine ecosystem and combat overfishing, illegal, unreported, and unregulated fishing, in line with the Kingdom’s environmental policy.

On a scientific and technical level, the agreement enhances cooperation between the National Institute of Fisheries Research and its Russian counterpart through joint research programs and monitoring of the ecosystem and dynamics of marine resources.

This collaboration is expected to support the national economy and revitalize the fisheries sector in Morocco, particularly by employing Moroccan fishermen on Russian vessels and developing related activities in the southern ports of the Kingdom.

The agreement also provides for the enhancement of maritime training through scholarships and internships for Moroccan students and professionals in specialized Russian institutions, contributing to the improvement of national competencies in this field.

This new agreement reflects the desire of both countries to continue a balanced and responsible partnership that considers the sustainability of marine resources and serves mutual development, showcasing the depth of the historical ties between Morocco and Russia in maritime affairs.
