Morocco is cited as a model in the United Nations Conference on Trade and Development (UNCTAD) report, thanks to its unified maritime system, PORTNET.
The 2025 UNCTAD report on maritime transport highlights Morocco as an exemplary model due to the performance of its electronic system, PORTNET. This system is presented as a global example in the field of digitization and facilitation of trade exchanges.
In Chapter Four of the Review of Maritime Transport 2025, UNCTAD describes the Moroccan experience as a “good practice that can be shared with developing countries,” emphasizing the positive impact of PORTNET on transparency, logistical coordination, and compliance with international standards.
Hassiba Ben Amara, an expert at UNCTAD, stated during a press conference in Geneva: “The Moroccan system, PORTNET, reflects the success of cooperation between the public and private sectors. It has contributed to enhancing maritime connectivity, improving logistics performance, and ensuring compliance with international commitments, particularly the World Trade Organization’s Trade Facilitation Agreement.”
PORTNET was launched in 2011 and expanded in 2015 to cover all procedures related to international exchanges at 14 Moroccan ports under the supervision of the National Ports Agency (ANP).
