Morocco and Djibouti Strengthen Their Partnership in Public Institution Reform

The National Agency for the Strategic Management of State Contributions and Monitoring the Performance of Public Institutions (ANGSPE) in Rabat hosted a working delegation led by the Executive Secretariat responsible for the State Portfolio (SEPE) of Djibouti from September 15 to 17, 2025.

The opening ceremony of the meeting was attended by His Excellency Mr. Mohamed Zuhar Hersi, the Ambassador of Djibouti in Morocco, and Mr. Abdelatif Zghnoun, Director General of the National Agency for the Strategic Management of State Contributions. The primary goal of the visit was to activate the Memorandum of Understanding signed on May 13, 2025, between the Ministry of Economy and Finance responsible for Industry in Djibouti and the Moroccan agency.

The meetings highlighted the enhancement of cooperation in governance and strategic management of public contributions, showcasing Morocco’s experience in reforming public institutions and enterprises, as well as the reformative state contribution policy that has become a dynamic and effective framework for managing the public institution sector.

Over the three days of meetings, structured technical workshops covered several key areas:

  1. Reforming the Public Institution and Enterprise Sector and the State Contribution Policy, highlighting Morocco’s key achievements in this area.

  2. Governance and Restructuring, through exchanging experiences on best practices and transforming public institutions into joint-stock companies.

  3. Performance Efficiency and Financial Transparency, presenting an integrated system for performance tracking and financial statements consolidation in accordance with international standards (IFRS).

  4. Social Responsibility and Organizational Structure, emphasizing the agency’s organizational structure, human resources plans, digital transformation, and procurement processes.

The visit concluded with a session to present the outcomes and recommendations, reaffirming the importance of building a model South-South partnership that contributes to enhancing the institutional capacities of both parties, in line with Morocco’s vision under King Mohammed VI and Djibouti’s “Djibouti 2035” strategy led by President Ismail Omar Guelleh.

It is worth noting that this initiative is part of a series of similar missions organized by the Moroccan agency with several brotherly African countries, such as Gabon, the Democratic Republic of the Congo, and Guinea, aimed at promoting sustainable African cooperation in the management of public institutions and enterprises.
