Morocco has experienced an unprecedented decline in its imports of Russian wheat amidst strategic changes in the grain market.

During the first twenty days of July 2025, Morocco’s imports of Russian wheat sharply decreased to only 30,000 tons, down from 255,000 tons during the same period last year, representing a drop of more than 8.5 times. This decline has placed Morocco fifth among importers of Russian wheat, after being one of Moscow’s primary customers in this sector.

According to Interfax, this downturn is attributed to Morocco’s shift towards diversifying its supply sources in light of global geopolitical fluctuations and logistical challenges, coupled with reduced Russian production in the summer of 2025, which affected available quantities for export. This situation has prompted several importing countries, including Morocco, to seek more stable alternatives.

Despite this temporary decline in July, Morocco’s imports of Russian wheat during the first half of 2025 exceeded 1.1 million tons, marking an increase of nearly 2.3 times compared to the previous agricultural season, highlighting a growing reliance on this source in recent months.

This significant dependence on imports reflects the weakness of national grain production, which fell by 67% in 2023 compared to the 2021-2022 season, reaching only 5.51 million tons due to drought conditions and irregular rainfall. This has increased the need for imports to meet domestic demand.

The kingdom consumes between 9 and 10 million tons of wheat annually, averaging over 200 kilograms per person, making it one of the countries most reliant on this staple. Moroccan authorities continue to redraw their food strategy by diversifying trade partners and investing in more flexible supply sources to ensure food security and reduce dependence on external fluctuations.
