The Ministry of Transport and Logistics has announced the postponement of the implementation of the “Narsa” memo regarding the monitoring of motorcycles and the imposition of fines, following recent controversy. The ministry stated in an official communiqué that this delay aims to provide motorcycle owners with adequate time to regularize their vehicles and ensure compliance with technical and legal standards.

The ministry pointed out that the memo issued by the National Road Safety Agency on August 6, 2025, which relies on speed measurement devices, seeks to reduce traffic accidents caused by illegal modifications to motorcycles. In 2024, these accidents resulted in the deaths of 1,738 individuals, accounting for more than 43% of total fatalities.

The statement added that the summer program contributed to a 25% reduction in fatalities outside urban areas compared to the same period last year, while cities experienced an increase in accidents of nearly 49% due to incidents involving motorcyclists. The ministry confirmed that the timeframe for regularizing the situations will be determined following a meeting of the permanent road safety committee and extensive consultations with all stakeholders, alongside ongoing awareness campaigns to ensure compliance with safety standards.
