The Secretary-General of the government, Mohamed Hajoui, emphasized the importance of investing in digital technologies and artificial intelligence across various government services, aiming to enhance governance, improve work efficiency, and upgrade the services provided to citizens, as well as develop and modernize legislative practices.

This came in response to a written question from Parliament member Soukeina Lahmouch, where he highlighted that these measures align with the national strategy “Digital Morocco 2030,” including the establishment of a specialized directorate for digitization and information systems to prepare digital transformation programs in coordination with relevant sectors, particularly in the digital processing of legislative and regulatory texts.

Hajoui pointed out the creation of a specialized cell to monitor developments in the digital field and study draft laws related to digital administration, artificial intelligence, cloud computing, financial technology, and big data, in addition to reviewing existing legal texts.

He clarified that the General Secretariat has launched several digital projects, including the publication of its five bulletins in the official gazette on its website, allowing free access for all citizens, and facilitating access to legal announcements, especially in the field of property registration, without the need to visit the official printing house.

An electronic platform for electronic deposit and the publication of legal announcements has also been developed, which has expedited the processing of related requests.

Among the future projects included in the strategic plan of the Secretariat is the integrated “OPEN” system, which will link the Secretariat with various ministries and enhance the electronic exchange of texts and documents during the stages of drafting laws, thereby improving legislative time management and increasing the pace of legal text production.

The team is also working on digitizing the official gazette and creating a national information system for associations to simplify and standardize the administrative procedures related to them.

In the context of examining international experiences, a delegation from the General Secretariat visited French institutions specialized in legislation and artificial intelligence, aiming to benefit from their experiences to develop national legislative practices.
