Lahcen Saadi: The Solidarity Law Project has Reached Its Final Stages

Lahcen Saadi, the Secretary of State in charge of Handicrafts, Social Economy, and Solidarity, announced that the framework law related to social and solidarity economy has reached its final stages, with a preliminary version having been prepared, while the current phase involves the development of the related implementing texts. This project, accompanied by its texts, is expected to soon enter the approval process.

This statement came in response to a written question posed by Idris Sentisi, head of the Harakat group at the House of Representatives, regarding the progress of the law governing the sector. Saadi explained that the preparation of this project was in response to the aspirations of professionals and institutional actors in the sector, aligning with the principles of the new development model.

In preparation for creating the law, a cooperation agreement was signed between the ministry and the French Development Agency, aimed at conducting an in-depth study to lay the groundwork for this project and frame the accompanying implementing texts.

The law aims to establish a regulatory framework that enhances the development of the social and solidarity economy by restructuring the sector, defining its organizational mechanisms, and recognizing it as an active component of the national economy. It also seeks to clarify the vision for professionals and institutions concerned with oversight and monitoring.

Among the project’s objectives is the establishment of a governance system that supports coherence and continuity within the sector and enhances the effectiveness of social and community performance. It aims to empower organizations and entities within the social and solidarity economy to play their full role as pillars of development at national, regional, and local levels.

Additionally, Saadi highlighted an important aspect of the project regarding the commitment to gender perspectives within the sector’s representations, ensuring equality and defining the conditions and criteria for the membership of social entities and economic-oriented or developmental associations.

The project also focuses on strengthening sustainable local development policies through the prudent use of local resources and encouraging communities to actively participate in development efforts. It aims to unify the concepts, standards, and rules that govern practices in this field, defining the units included in the sector and their distinguishing characteristics.

It is expected that the law will establish a specific administrative system for the recognition of social and solidarity economy organizations, which will include monitoring and evaluating their performance quantitatively and qualitatively, alongside clarifying their commitments in governance and management areas, and promoting social innovation within regions and localities.
