The government continues its efforts to regulate e-commerce in Morocco amid rapid growth in this sector in recent years.

The Ministry of Industry and Commerce has revealed a series of regulatory measures aimed at structuring this field, primarily the revision of Consumer Protection Law No. 31.08. The new draft includes provisions that criminalize misleading commercial practices and regulate the operations of online platforms by requiring them to respect consumer rights.

Minister of Industry and Commerce Ryad Mezzour confirmed in response to a written parliamentary question that digital transformation has become an urgent necessity due to global economic changes, emphasizing that e-commerce has become a key driver for supporting the national economy. He explained that this digital dynamic contributes to job creation, especially for youth, thanks to training and support programs that have successfully integrated around 4,500 traders and created 200 delivery points nationwide.

The minister highlighted the importance of establishing a balanced legal and tax environment, confirming the issuance of a decree that cancels the customs exemption on transactions conducted through foreign online platforms to protect local products and enhance conditions for fair competition. He also mentioned support for startups through platforms like MRTB and the promotion of digitalization projects under various ministerial partnerships.

The ministry announced the launch of a new study aimed at assessing the state of e-commerce nationally by analyzing modern distribution chains and determining the impact of this sector on traditional commercial activities. Monitoring efforts continue through a specialized unit activated since 2016, which conducted approximately 200 inspections in 2024, resulting in warnings and reports of violations.

Official data indicates that the volume of e-commerce in Morocco reached 22 billion dirhams in 2023, achieving an annual growth rate exceeding 30% over five years. This rapid development has created a new economic dynamic, enabling local traders to access foreign markets within a legal framework that encompasses various aspects, such as trade laws, digital financial transactions, data protection, and cybersecurity.
