The House of Representatives Approves “Morocco 2030” Institution to Frame World Cup Preparations

The House of Representatives approved, by majority vote on Tuesday, Law No. 35.25 related to the establishment of the “Morocco 2030” institution during a public legislative session, following its earlier approval by the Education, Culture, and Communication Committee. The project received the support of 112 deputies, with only one opposing vote.

This legislation, presented by the Minister Delegate in charge of the Budget, Fawzi Lekjaa, aims to establish a robust institutional framework to oversee Morocco’s preparations for hosting major sporting events, particularly the 2030 FIFA World Cup, which will be co-hosted by Morocco, Spain, and Portugal, as well as the 2025 Africa Cup of Nations.

Lekjaa emphasized that the creation of this institution aligns with the royal directives stressing the importance of optimal preparation for these events, reflecting the growing international confidence in Morocco’s ability to host major sporting occasions.

The minister noted that these events represent more than just sporting occasions; they provide a strategic opportunity to enhance infrastructure, support the national economy, create jobs, and solidify Morocco’s position as a global tourism and sports destination. He clarified that achieving these goals necessitates a coordinated effort through a strong and effective institution, which is the objective of this legislation.

According to the data provided by Lekjaa, the “Morocco 2030” institution will be responsible for the comprehensive preparation and coordination of international football events, ensuring compliance with FIFA and CAF regulations, as well as supporting the relevant cities and regions to meet international standards, alongside initiating international communication campaigns to enhance Morocco’s global image.

Organizationally, the institution will be led by a president who also serves as the head of the 2030 World Cup Committee for Morocco, responsible for representing the institution and coordinating the work of its bodies. It will also feature an executive board comprising representatives from various government sectors such as the Interior Ministry, Foreign Affairs, Sports, and Budget, overseeing the establishment of general guidelines and the approval of annual programs. The board can summon any institution or government sector when necessary.

The institution’s structure also includes an advisory board comprising representatives from the private sector, civil society, and the Moroccan diaspora, providing recommendations to enhance national mobilization, alongside a specialized territorial management committee chaired by the Minister of the Interior, tasked with coordinating the territorial aspects of projects.

A General Director appointed by the president of the institution will implement the executive board’s decisions, while the institution will be subject to financial oversight under an agreement with the state.

Lekjaa stressed that the “Morocco 2030” institution is not merely an administrative entity but a strategic tool to translate the royal vision into tangible projects. He affirmed that it is a result of extensive consultations with various stakeholders to ensure transparency and effective execution. He also urged deputies to actively engage in the success of this national project, considering their mobilization as a fundamental pillar for the successful organization of the 2030 World Cup and enhancing Morocco’s standing both regionally and internationally.
