The government council approved the establishment of the “Morocco 2030” institution
The government held a session yesterday, Thursday, in Rabat, chaired by Prime Minister Aziz Akhannouch, to discuss a number of draft laws and regulatory texts, in addition to reviewing a new international agreement.
At the beginning of its work, the council approved draft law No. 16.25 concerning amendments to law 36.21 related to civil status, presented by Minister of Interior Abdelouafi Laftit. This project aims to simplify procedures and enhance the quality of services provided to citizens by amending paragraph four of Article 35, thereby allowing for responsiveness to requests made by citizens to the High Commission for Civil Status, aiming to reinforce trust between the administration and the public.
Following this, the council approved draft law No. 19.25 concerning the protection of stray animals and prevention of the risks they pose, presented by Minister of Agriculture, Fisheries, Rural Development, Water and Forests Ahmed Ouahbi. This legislative text responds to the increasing phenomenon in public spaces and the threats it poses to public health and citizens’ safety, while ensuring the humane care of these animals, in line with international experiences and recommendations from specialized organizations.
The council also deliberated and approved draft law No. 35.25 related to the establishment of the “Morocco 2030” institution, presented by the Minister Delegate in Charge of Budget Fouad Lazrak. This project aligns with royal directives aimed at optimal preparation for the FIFA World Cup in 2030, with the new institution tasked with coordinating various related projects and monitoring Morocco’s commitments in accordance with tender documents, within a participatory approach that includes the public and private sectors as well as Moroccans abroad.
The government council also discussed draft decree No. 2.25.565 related to the formation of the special administrative committee for postal services and telecommunications, presented by Minister for Digital Transition Amal Filah. This decree aims to activate the provisions of law No. 24.96 by specifying the composition of the committee authorized to approve tender documents for the establishment and operation of telecommunications networks and services.
The council concluded its session by reviewing an extradition agreement between Morocco and the Kingdom of Saudi Arabia, signed in Riyadh on November 13, 2024, and draft law No. 18.25 concerning the approval of the agreement. The text was presented by Minister of Foreign Affairs, African Cooperation, and Moroccan Expatriates Nasser Bourita, in the context of strengthening judicial cooperation between the two countries.
