Morocco Launches Study to Standardize Reinforced Concrete Calculation Rules for Construction Quality Development

The Ministry of National Planning, Urbanism, Housing, and City Policy has announced an open international tender for a technical study aimed at developing and standardizing the reinforced concrete calculation rules adopted in the construction sector in Morocco.

The ministry estimates the project’s cost at 1.2 million dirhams, as stated in the specifications, as part of its efforts to modernize the regulatory framework of the sector and enhance the quality and credibility of engineering structures.

This project responds to an urgent need expressed by professionals and stakeholders in the construction field due to the absence of a unified regulatory framework for reinforced concrete calculation. Morocco still relies on outdated French technical rules such as CCBA 68 and BAEL 91 amended in 1999, which have been superseded in France by Eurocode 2 for over a decade.

The diversity of regulatory references in Morocco causes confusion in the design and execution of structures, affecting the safety and quality of infrastructure, leading to a lack of transparency in public contracts and creating imbalances in professional competition. Through this study, the ministry aims to establish a unified reference that takes the local context into account while adhering to modern international standards.

The study is divided into three main phases, starting with the development of a clear methodology that includes setting objectives and conducting a comparison of the concrete rules adopted in four international regions representing diverse models. This is followed by a field diagnosis of the existing regulatory situation, accompanied by a national survey involving stakeholders and professionals. The study concludes with practical scenario proposals, including the possibility of adopting an existing international system or developing a specific national reference, alongside delivering a clear implementation plan.

Data indicates that the contract will be at a fixed price covering all costs related to the study, including fees, taxes, and organizational expenses, with the possibility of price adjustments according to public procurement regulations. This initiative represents a strategic step towards establishing advanced scientific and organizational foundations for the construction sector in Morocco, ensuring higher quality of structures and enhancing their credibility in the long term.
