Riyad Mazour, the Minister of Industry and Trade, confirmed that Morocco has entered a new strategic phase in its international positioning, transitioning from a recipient of aid to an active partner and solution provider, particularly in the field of green hydrogen and leveraging Moroccan expertise.

During a meeting held at the residence of the German ambassador in Rabat on Wednesday, July 16, 2025, Mazour highlighted that the ministry’s mission regarding green hydrogen involves feeding and contributing to the value chain, in partnership with industrial groups and all stakeholders. He pointed out that the “Project Bank” embodies this collaborative effort, intensifying efforts toward achieving local integration, especially in the energy sector.

The minister stated that Morocco is no longer in a position of waiting for technology transfer or external support, but is offering practical solutions, relying on its qualified human resources that, according to him, aim to create value both locally and internationally.

The government official shed light on the challenges related to brain drain, particularly of doctors and engineers who are being attracted by European countries like Germany. He revealed that Morocco trains 1,500 doctors annually, while around 800 skilled professionals leave each year. He noted that some German universities were employing batches of Moroccan engineers even before they graduated.

To counter this brain drain, Mazour explained that Morocco has doubled the number of graduates from medical colleges and increased the number of engineers tenfold, adding that the competencies are now available in sufficient numbers, encouraging their local utilization.

The minister affirmed that retaining these professionals in Morocco yields economic and social benefits for investors, pointing out that an engineer who costs a company €6,500 per month in Europe can be hired in Morocco for significantly less (between €1,000 and €1,500) with a better quality of life.

Mazour emphasized that Morocco is no longer just an investment market but has become a source of solutions and talents sought by economies facing a severe skills shortage, asserting that the Kingdom has become a strategic partner with much to offer on the global stage.
