Mohamed Mehdi Ben Saïd chaired the Moroccan delegation at the 66th session of the Assemblies of the Member States of the World Intellectual Property Organization (WIPO), held in Geneva from July 8 to 17, 2025.
The Moroccan delegation included Omar Zineber, the permanent representative of the Kingdom to the United Nations Office in Geneva, Abdel Aziz Babiki, Director General of the Moroccan Office of Industrial and Commercial Property (OMPIC), and Dalal Mohammedi Alawi, Director of the Moroccan Office of Copyright and Neighboring Rights.
In his speech, Ben Saïd reaffirmed Morocco’s commitment, under the leadership of King Mohammed VI, to multilateralism as a framework for consultation and building sustainable solutions. He emphasized the importance of intellectual property as a driver of economic, social, cultural, and technological transformation.
The minister applauded the progress made by WIPO in recent years, particularly through the adoption of two significant agreements in 2024, highlighting the complexities of the international context and the need to maintain a balanced global intellectual property system that serves development.
The occasion saw the signing of a new memorandum of understanding between the organization and the Kingdom of Morocco, aimed at enhancing cooperation in the fields of creativity, strengthening national capacities, and supporting public policies related to intellectual property.
Ben Saïd highlighted the national strategy in this area, led by OMPIC within an ambitious roadmap for the period 2022-2026, aligned with sustainable development goals.
He pointed out the achievements made in 2024, where Morocco topped the global ranking in industrial designs and models by gross domestic product, with increases of 14% in trademarks, 26% in designs, and 4% in patents. He also noted the digitization of 95% of OMPIC services, the expansion of the TISC network, specialized seminars and training sessions, and the success of the “Intellectual Property Market” initiative.
Regarding copyright and neighboring rights, Morocco continued to modernize its legal framework by implementing new decrees and enhancing the performance of the Moroccan Office of Copyright in partnership with the organization.
