A new law enhances the governance of health insurance in Morocco and unifies its management under the supervision of the National Social Security Fund (CNSS).
The Ministry of Health and Social Protection confirmed that the draft law No. 54.23, aimed at amending and supplementing law 65.00 related to mandatory basic health insurance, represents a pivotal legislative milestone in strengthening the governance of the social protection system.
The House of Councillors approved this text on Tuesday as part of the ongoing implementation of the royal directives aimed at universalizing social protection and fulfilling the provisions of the framework law No. 09.21.
The draft stipulates the unification of the management of mandatory basic health insurance systems under the supervision of the National Social Security Fund, contributing to enhanced efficiency and transparency. It also includes the elimination of the special system for students while maintaining their acquired rights and extends the age for beneficiaries’ insurance to 30 years.
The new text seeks to regulate access to the “Amo Tasadum” system for those unable to pay subscription fees, alongside ensuring the rights of public sector insured individuals and their families, and providing a clear transitional phase for mutual associations before establishing an integrated complementary model. It allows the managing body to contribute to funding prioritized preventive and health awareness programs.
The ministry noted that the draft underwent a rich legislative process, characterized by positive interaction within the House of Councillors, where 77 amendments were discussed in the Committee on Education, Cultural Affairs, and Social Affairs, in addition to 8 other amendments during the general session, reflecting the broad engagement in improving the text and implementing comprehensive and sustainable reform.
The ministry emphasized that this project represents a new building block towards a health insurance system based on the principles of equity, efficiency, and quality of services, ensuring the dignity of citizens in accessing health coverage, while also praising the responsibility and spirit of collaboration demonstrated by the members of the House of Councillors during the discussion and approval of the text.
