The House of Representatives approved, by a majority, the draft law No. 75.24, amending Law No. 12.06 regarding standards, conformity assessment, and accreditation, during a legislative session dedicated to this purpose. The project received the support of 105 deputies, while 45 opposed it.
The State Secretary for Foreign Trade, Omar Hajira, in his presentation of the project’s contents, confirmed that this legislative step comes in fulfillment of Morocco’s international commitments concerning carbon reduction, as part of a comprehensive vision aimed at enhancing the competitiveness of Moroccan companies in international markets. He explained that greenhouse gases, particularly carbon, have increasingly captured the attention of economic partners and civil society due to their direct relation to climate change.
The government official highlighted the accelerating international trend towards imposing carbon taxes on imports, especially within the European market, pointing out that such measures could serve as customs barriers or technical obstacles for certain Moroccan products entering these markets.
He stated that Morocco, under the esteemed guidance of His Majesty King Mohammed VI, has consistently kept pace with global dynamics linked to sustainable development, including initiatives aimed at mitigating the impacts of climate change, adding that the draft law aligns with this strategic approach.
The new legal text stipulates the delegation of the responsibility to issue certificates concerning carbon content to the Moroccan Institute for Standardization, which will undertake this task as the reference body in this domain, in close coordination with the government authority responsible for sustainable development, in accordance with the applicable standards.
