The Essaouira Municipal Council recently held the third session of its regular May 2025 meeting, focusing on discussing and approving several agenda items.
During this session, chaired by the council president, Mohamed Tarek Othmani, and attended by local authorities and council members, issues addressed included reallocating budget items for operating and investment budgets, approving appendices to ongoing agreements, and renewing several partnerships with local associations.
The council approved an amendment to the real estate exchange agreement between the city of Essaouira and the Al Omran Marrakech – Safi company, aimed at developing residential apartments for low-income citizens residing in Essaouira.
This agreement, ratified during the exceptional session on June 23, 2021, aims to strengthen the supply of social housing and improve the living conditions of the affected population.
The council also approved the reallocation of some budget items from the operating budget and the investment budget to enhance budgetary execution for the current fiscal year.
In terms of territorial management, the council ratified a partnership contract between the city of Essaouira and the National Agency for Water and Forests for the development of roads in “Douar Al Arab,” as well as a partnership agreement for establishing the “Mogador Basin” group of territorial communities to manage health facilities, following the approval of the councils of the participating municipalities.
Regarding partnerships, the council approved the renewal of agreements with local associations active in cultural, social, and sports areas, particularly the Mogador Cultural Association, the Social Action Association for Employees, and several local sports clubs, to reinforce the associative fabric and promote community initiatives.
In terms of international cooperation, the council granted its preliminary approval for several twinning and international cooperation projects, including a cooperation project within UNESCO’s Creative Cities Network between Essaouira and the French city of Évian-les-Bains, as well as a twinning and cooperation agreement between Essaouira and the French city of Anières-sur-Seine and the Panamanian city of Pedasi.
On another note, the municipal council decided to postpone the approval of the management contract for the regional center for the disposal and valuation of household waste in the Essaouira region, as well as delaying discussions on a partnership agreement to conduct a study on urban rehabilitation and establish residential areas in Essaouira.
