Morocco Strengthens Its Regional Position as a Technological Hub Through Strategic Partnership with Oracle

On Tuesday in Casablanca, Prime Minister Aziz Akhannouch affirmed that Morocco is making steady progress in solidifying its status as a regional technological hub, backed by significant investments in innovation, training, and digital sovereignty.

During the inauguration of the research and development center of Oracle Morocco, he explained that this initiative is part of the implementation of the national strategy “Digital Morocco 2030,” which aims to integrate digital technology into the heart of the country’s social project, following royal directives.

The Prime Minister emphasized that this strategy considers digitization as a driver of economic growth, a means to modernize public administration, and a crucial tool to reduce social and territorial disparities. He noted that the partnership with Oracle aligns with the digital momentum the country is experiencing, recalling the visit of the company’s CEO in 2022, which culminated two years later in a signed agreement to expand the new center, expected to create over 1,000 jobs for Moroccan engineers by 2027, with a diverse geographic distribution including 40% of workers outside the Rabat-Casablanca axis.

Akhannouch announced that Oracle also plans to train over 20,000 Moroccan students through tailored academic programs in coordination with national universities, which will enhance Morocco’s position as a source of talent and innovative digital solutions. He stated that this step would enable the kingdom to move beyond being a host country to becoming an active producer of high-value technology.

Minister delegate in charge of digital transition, Amal Al-Falih Saghrouchni, praised the new dynamics in Morocco’s sustainable technology sector, emphasizing that partnerships between the public and private sectors are fundamental to these transformations. She considered the opening of Oracle’s center as a reflection of a political will based on a collaborative approach with economic actors aimed at creating job opportunities and transferring expertise.

The minister announced that Morocco will host, next September, a regional digital center dedicated to artificial intelligence and data science in partnership with the United Nations Development Programme, which will further cement the kingdom’s position as a central digital player at the Arab and African levels.

For his part, Oracle’s Executive Vice President, Craig Stephen, highlighted the quality of Moroccan talents and the country’s strong commitment to digital transformation, explaining that the decision to invest in Morocco is based on human resources and strategic location. He confirmed the company’s commitment to support Morocco in its digital projects through innovative and secure solutions that cater to the needs of African and Middle Eastern markets.

During the event, the company announced its intention to establish two public cloud regions in Casablanca and Settat, enabling businesses and administrations to benefit from advanced services that comply with digital sovereignty and regulatory standards. The ceremony was attended by numerous government officials and economic stakeholders, including the Minister of National Education and the President of the General Confederation of Moroccan Enterprises.
