Abdelouafi Laftit, the Minister of Interior, defended the measures adopted regarding the issuance of permits for professionals across various sectors, asserting that the “Rokhas” platform serves as an effective tool for implementing the powers of council presidents in granting operational licenses, which fall within their legal authorities.
In a written response to a question posed by parliamentary member Mahmoud Abba from the Socialist Group – Federal Opposition, Laftit explained that the permits in question cover commercial, industrial, and artisanal activities that could impact public health, hygiene, traffic safety, public tranquility, or the environment, in accordance with Article 100 of Organic Law No. 113.14 concerning local authorities.
The minister indicated that the “Rokhas” digital platform incorporates all approved regulatory decisions regarding unregulated activities, along with the required documents and administrative procedures necessary to obtain licenses.
Responding to criticisms directed at the platform regarding what was termed “impossible conditions,” Laftit clarified that administrative decisions related to institutions classified in the second and third categories are governed by the principle of “silence from the administration is considered agreement,” reflecting a simplification of procedures.
The minister also emphasized that the platform includes explanatory tools to assist users in understanding how to utilize it, along with a “process simulator” feature that outlines the required documents and steps to obtain the licenses.
Laftit revealed that the Ministry of Interior, through the General Directorate of Territorial Communities, supports local councils by organizing training sessions for presidents and administrative and technical staff, while a central committee is designated to address related legal and procedural issues.
He concluded by affirming the existence of daily support tickets—up to 100 tickets—that allow call centers to interact with users and assist them via the platform through an appointment booking system, a step aimed at enhancing communication and improving the quality of services provided.
