The Public Prosecutor’s Office launches the 2026-2028 plan to enhance judicial efficiency and reinforce trust in justice.

The Public Prosecutor’s Office has announced the launch of its strategic plan for the period from 2026 to 2028, serving as a reference framework aimed at supporting the independence of the judiciary and improving its performance to enhance citizens’ trust in justice.

An official statement explained that this plan is based on the royal directives of His Majesty King Mohammed VI, particularly those expressed in his speech on the occasion of the 56th anniversary of the Revolution of the King and the People on August 20, 2009. The speech emphasized the need to establish an honest and effective judiciary, a fundamental pillar of a state governed by law and contributing to judicial security and good governance, alongside supporting development pathways and adapting to transformations.

In preparing this plan, the Public Prosecutor’s Office adopted a participatory approach consistent with its constitutional and legal prerogatives, making it one of its priorities to enhance the performance of public prosecutors, affirm the principle of “justice in service of the citizen,” strengthen the protection of rights and freedoms, as well as develop the competencies of human resources and improve the quality of training, while utilizing modern technology to modernize judicial work.

The statement asserted that these directions form a foundational platform to strengthen the performance of public prosecutors across various courts in the kingdom, achieving judicial efficiency and ensuring the optimal implementation of criminal policy through the protection of public order and defense of public rights, while fully respecting the principles of the rule of law, justice, and fairness.

It also indicated that this plan extends the path of the independence of the Public Prosecutor’s Office in Morocco, which is nearing the completion of its first decade, representing a new phase aimed at enhancing achievements and improving performance in a framework of meticulous coordination with various components of the justice system.

The plan also aims to modernize administrative structures and management methods, both at the level of the Public Prosecutor’s Office and across the public prosecutor’s offices in the courts, by adopting digitization and improving the quality of services provided to litigants, thereby enhancing citizens’ trust.

This project is based on nine essential axes, including building trust in the Public Prosecutor’s Office, improving its performance, protecting rights and freedoms, promoting public ethics, caring for vulnerable groups, as well as protecting the economic system and encouraging investment.

These axes also encompass human resource qualification, rationalizing financial resource management, accelerating the pace of digital transformation, enhancing international judicial cooperation, and developing institutional communication mechanisms.

To implement this vision, the plan includes 30 practical workshops distributed across the various axes, with precise indicators to measure performance and track results, making it a qualitative step towards modernizing the justice system and enhancing its effectiveness.
