El Kouri: Entrepreneurial Approach in Public Administration as a Lever for Innovation and Development

Younes El Kouri, Minister of Economic Inclusion, Small Business, Employment, and Skills, affirmed today in Rabat that the entrepreneurial approach within public administration represents a key lever for innovation and development, enabling the transformation of complex challenges into promising opportunities.

This statement was made during the opening session of the “Thursday of the National School of Administration 2026” meetings, organized under the theme “Positioning Public Managers.” The minister emphasized the importance of adopting an entrepreneurial approach by public decision-makers, particularly in light of the ongoing profound socio-economic transformations.

El Kouri explained that entrepreneurship signifies the ability of decision-makers to take responsibility for building the desired future, while rethinking the relationship between the approaches of “entrepreneurship” and “authority,” which are based on differing logics. Decision-makers who operate on the logic of authority focus on diagnosing problems, protecting institutions, and avoiding risks, while public managers who embrace the entrepreneurial approach seek to identify challenges, manage risks, and convert conflicts into opportunities, adjusting standards to suit the new reality in order to achieve tangible results.

In addition, Nada Beyaz, Director General of the National School of Administration, stated that public administrations today must achieve a profound transformation to enhance effectiveness, flexibility, proximity, and positive impact. She pointed out that public leadership has become a central element of public management tasks, which go beyond traditional administration to include the adoption of a clear vision, mobilization of teams around structured projects, and leadership of change in a complex environment, embodying ethics, responsibility, and a sense of the public interest.

She added that the National School of Administration is working to prepare leaders capable of bearing these responsibilities with precision, wisdom, and commitment, emphasizing that the “Thursday of the National School of Administration” series represents a space for strategic thinking and a laboratory for ideas in service of modern, effective, and committed administration aligned with the values of the Kingdom.

This series provides a structured space for public thinking around entrepreneurship and governance issues, aimed at enhancing public discourse on the development of public administration and addressing current challenges.
