Mustafa Baetass, the Minister Delegate for Relations with Parliament and Government Spokesperson, confirmed that the second phase of the farmers’ support program is being implemented according to precise criteria that ensure transparency and efficiency in directing support.

During a press conference following a government council meeting, the official explained that this exceptional program is part of efforts to restructure the national herd of livestock and sheep, noting that it is being implemented in line with royal directives aimed at supporting breeders amid current climate challenges.

Baetass indicated that the second phase of this support, which began on March 24, 2026, focuses on verifying breeders’ retention of female sheep and goats designated for breeding, as this is a prerequisite for the disbursement of the second and final tranche. This will rely on the same performance mechanisms used in the first phase, with a commitment to disbursing entitlements as soon as monitoring operations are completed.

The spokesperson emphasized that the government has mobilized significant financial resources to ensure the success of this initiative, which is currently in its second phase. He affirmed that the distribution of support is subject to strict criteria in terms of transparency and oversight to ensure it reaches those entitled.

In this context, Baetass revealed that the overall financial envelope for the program, spanning 2025 and 2026, amounts to approximately 12.8 billion dirhams, primarily aimed at supporting the purchase of animal feed, alongside providing direct support to maintain female livestock.

The implementation of this program is based on a nationwide census conducted in May 2025, which recorded about 32.8 million heads of livestock, involving around 1.2 million breeders, thus providing a precise database for effective support allocation.

Regarding the outcome of the first tranche, the minister explained that it started at the end of November 2025, benefiting approximately 1.15 million breeders with a financial allocation nearing 5.5 billion dirhams, reflecting widespread engagement in this initiative.

Baetass concluded by reiterating the mobilization of various relevant departments to receive and address complaints from breeders, which are presented to regional committees chaired by governors, enhancing the transparency of the process and contributing to the successful rehabilitation of the national herd and sustainability of the agricultural sector.
