The Morocco-European Union Partnership Council Focuses on Migration and Security, Strengthening Pragmatic Cooperation

A recent report by the European Policy Center, titled “The Partnership Between the EU and Morocco After Thirty Years: Adapting Under Geopolitical Pressures,” stated that the partnership council between Rabat and Brussels has recently focused on enhancing the effectiveness of cooperation in various political fields, guided by pragmatic priorities centered around security.

This shift is clearly evident in the collaboration on migration and security, which remain key pillars of the relationship between Morocco and the European Union. The new EU Charter for the Mediterranean was launched in Barcelona last November, as part of efforts to recalibrate European-Mediterranean relations based on shared responsibility. This aligns with the “Gateway to the World” initiative, which emphasizes connectivity, investment, and human development, while continuing cooperation on shared priorities, including migration.

The report emphasized that this partnership is founded on unequal grounds, as European influence stems from its economic weight and normative agenda, being Morocco’s largest trading partner and a primary source of grants and investments. In contrast, Morocco’s strategic value to the EU lies in its geographic position and role in monitoring migration, combating terrorism, and ensuring regional stability.

The report noted the geopolitical dimension of discussions between Morocco and the EU, particularly regarding Gaza and Ukraine. Both parties reiterated their support for a two-state solution in the Middle East, affirming Morocco’s role through the Committee of Al-Quds, led by King Mohammed VI. They also stressed their commitment to principles of sovereignty and territorial integrity concerning Ukraine, although this approach has yet to translate into concrete operational coordination.

The report stressed that the issue of Western Sahara continues to represent an obstacle to full political rapprochement. Despite the EU’s acknowledgment of Morocco’s proposal for autonomy according to UN Security Council resolutions, it continues to support negotiations led by the United Nations.

In conclusion, the report underscored that entering the fourth decade of Morocco-EU relations presents challenges to ensure that continuity does not lead to complacency. It pointed out that Brussels needs to maintain its credibility as a global partner by not limiting cooperation to migration and security, while Morocco seeks recognition as an active partner in shaping a clear and sustainable partnership vision.
