The Minister of National Education Sets the Roles of Central and Regional Inspection Coordinators and Strengthens Their Role in Evaluating the Educational System
The decision by the Minister of National Education and Pre-school Education, issued on August 27, 2025, outlining the roles of central and regional inspection coordinators and the conditions and methods for their appointment, has come into effect. This follows the provisions of Decree No. 2.24.140 regarding the status of ministry employees. The decision was published in Official Gazette No. 7483, aimed at structuring the roles of inspection coordinators and enhancing their effectiveness in areas of educational guidance, inspection, planning, and administrative and financial affairs, in line with the reforms for public schooling and the establishment of a culture of evaluation.
The decision stipulates that the appointment for the role of central or regional inspection coordinator shall be from among the members of the inspection, monitoring, and evaluation frameworks, as well as the educational administrators, provided they hold a superior rank and have served for no less than 15 years in the central administration, regional academies, or educational institutions. Nominations will be opened by a decision from the government authority responsible for national education, in accordance with Decree No. 2.11.681 regarding the appointment of department heads in public administrations, thereby reinforcing the principles of merit and competition.
At the central level, the decision assigns strategic tasks to inspection coordinators under the supervision of the General Inspector of Educational Affairs or the Minister’s General Inspector, including providing opinions on educational policies, proposing suggestions for national choices, coordinating the work of regional inspection coordinators, and utilizing their reports. Additionally, they are to conduct inspections, audits, and evaluations of the central administration, academies, directorates, and educational institutions while analyzing the achievement of performance contract objectives and proposing measures to enhance effectiveness.
In terms of administrative and financial affairs, their responsibilities include evaluating management capabilities and administrative organizational structures, monitoring educational planning, the school map, budgeting, and contributing to the quality marking of public educational institutions.
At the regional level, inspection coordinators, under the supervision of academy directors, are responsible for coordinating the work of inspectors, organizing training sessions and seminars for them, and preparing composite reports on the educational process as well as the planning and administrative and financial affairs. They will also oversee services tasked with educational and vocational guidance, libraries, laboratories, and multimedia rooms, as well as track preparatory classes for higher education institutes and faculties preparing for higher technical diplomas.
The decree highlights the benefit of central and regional inspection coordinators participating in specialized training courses aimed at enhancing their professional skills and improving their performance, in line with the responsibilities associated with evaluating the educational system’s efficacy.
