Skouri: Social Justice in Employment is a Strategic Choice for a Resilient Morocco
In a statement made on Monday in Rabat, the Minister of Economic Inclusion, Small Business, Employment, and Skills, Younes Skouri, affirmed that the 10th International Parliamentary Forum on Social Justice has become an annual benchmark for assessing the progress of structural initiatives in the Kingdom.
During the first thematic session of the forum, themed “Social Justice in the Context of Global Transformations,” Skouri explained that the forum aims to convert social justice from a slogan into a tangible strategic choice, translated through measurable policies that enhance the lives of citizens.
The minister noted that the ministry, in compliance with royal directives and the government program, has collaborated with social partners to implement social justice initiatives in employment, vocational training, and economic integration of small enterprises. This includes measures focused on capacity building, strengthening the enforcement of laws, enhancing job mediation opportunities, expanding social protection, reducing regional disparities, establishing governance, and linking accountability to responsibility, alongside developing the legislative framework.
Skouri emphasized that this strategic initiative is linked to the state’s ability to lead a clear inter-ministerial approach that encompasses all sectors, establishing a sustainable social dialogue, and creating an integrated competency system that includes training and continuous education, supported by incentivizing policies and a quality-driven job economy, while increasing the effectiveness of employment mediation to target the most vulnerable groups.
In turn, the Vice President of the House of Counsellors, Lahcen Haddad, stated that social justice is no longer merely an ethical slogan but has become a condition for flexibility, a driver of stability, and a pillar of trustworthy governance. He stressed the need to integrate it proactively into economic, climate, and technological policies, while adopting intelligent social protection.
On an international level, Khalid Safir, the Director General of the Deposit and Management Fund, reminded attendees that social justice is a collective responsibility requiring integration among the state, public institutions, the private sector, and civil society, highlighting the fund’s role in financing social programs and ensuring their sustainability and efficiency.
Additionally, Ilaria Carnevali, the UN Development Programme representative in Morocco, praised the Kingdom’s progress in social justice and human development, asserting that economic, social, and digital reforms will only succeed if they are fair and inclusive, also noting Morocco’s advancement to a high human development category for the first time with an index of 0.710.
This year’s forum addresses the theme “Social Justice in a Transforming World: The Need for Equitable Policies for More Resilient Societies,” featuring three sessions discussing global transformations, social protection, and parliamentary governance of social justice concerning legislation, oversight, and impact assessment.
