Morocco Calls for Renewed Commitment to Nuclear Disarmament and Addressing Modern Threats

Nasser Bourita, Minister of Foreign Affairs, African Cooperation, and Moroccan Expatriates, affirmed today, Monday, that nuclear disarmament remains an indispensable political and moral necessity, urging for the full and effective implementation of the Treaty on the Non-Proliferation of Nuclear Weapons, which is the foundation of the international nuclear security system.

Bourita made his remarks during the opening of the high-level meeting of the United Nations disarmament conference, which Morocco will preside over until March 13, 2026. He emphasized the importance of enhancing multilateral dialogue to ensure international consensus amid escalating conflicts and declining trust among nations.

The minister noted that the upcoming review conference of the Treaty on the Non-Proliferation of Nuclear Weapons, scheduled for May in New York, should be an opportunity to renew international trust and strengthen the non-proliferation system, while establishing legally binding security guarantees for non-nuclear states and ensuring transparent implementation of the decisions made at review conferences.

Bourita also reiterated the right of states to develop nuclear energy for peaceful purposes under international cooperation and oversight from the International Atomic Energy Agency, stressing the importance of preventing non-state actors from accessing nuclear and radiological materials in light of the ongoing threat of nuclear terrorism.

He highlighted the need for an international framework to monitor artificial intelligence and autonomous weapon systems, and to enhance cooperation to prevent the militarization of space, reaffirming Morocco’s commitment to promoting international disarmament mechanisms, including the Biological Weapons Convention and organizing regional workshops to exchange expertise.

Bourita concluded by stating that Morocco aims, through its presidency of the conference, to “effectively relaunch disarmament efforts, address fundamental security challenges, and enhance international peace and security for the benefit of all.”
